As public protests continue throughout Russia, 2012 will be a decisive year in Russia’s domestic politics, with uncertain implications for the future of the US-Russia Reset. Against the backdrop of a US-Russia relationship in flux, the Atlantic Council released the issue brief, “Rethinking the Russia Reset,” which makes recommendations for US and Russian policymakers to refocus the Reset on areas with concrete benefits that speak to real interests in both countries.

In advance of the US-EU summit on November 28 in Washington, DC, the Atlantic Council’s Rafik Hariri Center for the Middle East and Transatlantic Relations Program released “A US-EU Action Plan for Supporting Democratization: Egypt, Libya, and Tunisia.” In partnership with the Polish Institute for International Affairs (PISM), the Atlantic Council developed an action plan with concrete policy recommendations for a coordinated US-EU approach to support democratic transitions taking place in the Middle East and North Africa.

On October 13, the Atlantic Council Task Force on Georgia, co-chaired by Senators Jeanne Shaheen and Lindsey Graham, released a major new report on Georgia at an event held on Capitol Hill, arguing for intensified domestic reform and a new sense of common purpose and clarity from the United States and Europe to work toward a democratic Georgia embedded in the institutions of the West. 

In the latest Atlantic Council Issue Brief, “Roma Inclusion: A Call for Central European Leadership,” Susan Ball, a State Department Senior Fellow in the International Security Program, highlights the growing urgency of the challenge to integrate Europe’s Roma populations and makes the case for Central European states to play a leadership role in Europe’s efforts to combat Roma exclusion.

In an issue brief titled “The Value of the Visegrad Four,” former U.S. Ambassador to Czechoslovakia and the Czech Republic Adrian Basora examines the recently reinvigorated Visegrad Group--a regional grouping of Poland, Hungary, Slovakia, and the Czech Republic--as a possible channel for U.S.-Central European relations.

Former Under Secretary of State for Political Affairs and Atlantic Council Board Director Marc Grossman encourages the Obama Administration to view the bureaucratic challenge of managing the upcoming NATO, U.S.-EU and OSCE summits as an opportunity to create a more coherent, strategic transatlantic relationship that maximizes the capabilities of all three organizations.

In September 2010, the Atlantic Council published a paper titled "Preventive Detention and the 'War on Terror': Keeping the Response to Terrorism within the Law;" an analysis of U.S. and European dialogue on the subject.

The Trans-Atlantic Economic Council (TEC) is at a crossroads.  It has great potential as a forum for discussing strategic issues between the United States and Europe but is often bogged down in single-issue gridlock.
