Creating the Demand Curve for Cybersecurity

In the latest Program on International Security Issue Brief "Creating the Demand Curve for Cybersecurity," Melissa Hathaway, the former White House official who led President Obama's Cyberspace Policy Review, argues for a new approach to cybersecurity in the absence of additional financial resources and greater Congressional constraints. She calls on the administration to consider a three-pronged strategy using the Securities and Exchange Commission, the Federal Communications Commission, and the Federal Trade Commission to marshal the capabilities of private sector stakeholders to strengthen the integrity of private sector information infrastructure, enhance protection of vital systems, and to secure online transactions.
In this Issue Brief, Hathaway lays out the case for using the power of these three regulatory agencies to enhance U.S. cybersecurity, and adds that "if the Obama administration truly seeks to make cybersecurity a national priority, it must move from the tactical programs instituted thus far which reinforce the militarization of cyberspace to a more comprehensive solution set."
