Analysis: The Malian Dilemma

In “El dilema de Mali,” an analysis for Casa África, the Spanish Government’s institute for promoting relations with Africa, J. Peter Pham, director of the Atlantic Council’s Michael S. Ansari Africa Center, examines the challenges faced by the international community in coping with the virtual collapse of the West African country.

Established in 2006 and headquartered in Las Palmas de Gran Canaria, Casa África is a public consortium formed by the Spanish Ministry of Foreign Affairs and Cooperation, the Regional Government of the Canary Islands, the Spanish Agency for International Development Cooperation, and the Las Palmas de Gran Canaria City Council. Developed in the framework of the Spanish Government’s “Plan África,” the institute’s mandate is to promote relations with Africa with the aim of strengthening Spain’s international position. Casa África seeks to build long lasting relationships based on trust with the continent’s economically relevant countries and regions. The organization is led by a director-general, currently Santiago Martínez-Caro de la Concha Castañeda, former Spanish ambassador to Zimbabwe, Malawi, and Zambia.
