J. Peter Pham Addresses France-US High-Level Seminar on the Sahel
October 22, 2012J. Peter Pham, director the Atlantic Council’s Michael S. Ansari Africa Center, was the only non-government official invited to address the France-US High-Level Seminar on West African Issues hosted in Paris today by the French Ministry of Defense.
The daylong meeting on Terrorism and Trafficking in Western Africa: Towards a New Hot Spot in the ‘Arc of Crisis’? focused heavily on the ongoing crisis in Mali and drew senior French and US officials as well as representatives of invited partner countries. Pham delivered a presentation on “Trafficking and Its Impact on Regional Political Balances.”
Other speakers included Kader Arif, French minister of veterans’ affairs; Johnnie Carson, US assistant secretary of state for African affairs; Michael Sheehan, US assistant secretary of defense for special operations and low intensity conflict; Amanda Dory, US deputy assistant secretary of defense for African affairs; Michel Miraillet, director for strategic affairs in the French Ministry of Defense; Charles Rivkin, US ambassador to France; Francis Delon, French secretary-general for defense and national security; Said Djinnit, special representative of the secretary-general of the United Nations for West Africa; Ramtane Lamamra, African Union commissioner for peace and security; Jacques Champagne de Labriolle, French ambassador to Nigeria; and Major General Charles Hooper, director of strategy, plans, and programs at the US Africa Command (AFRICOM).
