Within the context of a broadening U.S.-India strategic relationship, the Energy and Environment Program is launching a series of workshops to addresses the legislative and technological options needed to create a sustainable energy structure in these two nations.  On March 16-18, 2010 the Atlantic Council’s Program on Energy and Environment hosted the first event in this series in conjunction with the U.S. -India Business Council and the Confederation of Indian Industry in New Delhi, India.  This roundtable discussion, entitled U.S. – Indian Dialogues on Sustainable Energy Security, convened government, industry and non-governmental policy experts in Track II discussions to examine a sustainable energy future for India and the United States that achieves the goals of: energy security, environmental responsibility and economic prosperity. The meeting also examined the legislative, regulatory and incentive structures required to transform the energy sector in both countries.

These Track II dialogues will provide policy and regulatory recommendations to governments and industry within both countries.  In addition, opportunities for further technical cooperation at the governmental level and for public/private direct investments and partnerships will be identified.

The United States and India have been engaged in bilateral government level discussions on broad strategic issues since 2002. Recent meetings in New Delhi, led by Secretary of State Hillary Rodham Clinton, further strengthened the relationship between the two countries.  Secretary Clinton’s visit led to a joint statement establishing an “India-U.S. Strategic Dialogue” that will meet annually to discuss strategic issues affecting both countries.  This governmental initiative will intensify the cooperation between the two countries and “launch a process of bilateral scientific and technological cooperation to support the development, deployment and transfer of transformative and innovative technologies in areas of mutual interest, including solar and other renewable energy, clean coal and energy efficiency, and other relevant areas.”
