NATO One Year after Georgia: National Perspectives
October 08, 2009The Atlantic Council, in cooperation with the Embassies of Finland, Estonia and Norway, hosted the first of three half-day conferences today concerning the impact of the August 2008 Russia-Georgia conflict on European security.
The event was moderated by Kurt Volker, Senior Advisor at the Atlantic Council and former U.S. Ambassador to NATO, and features Boyko Noev, former Bulgarian Minister of Defense; Sven Sakkov, Estonian Undersecretary of Defense for Policy; Janne Kuusela, Defense Policy Advisor for Finland's Ministry of Defense; General Bantz J. Craddock (Ret.), former SACEUR; Keith Eikenes, Norwegian Defense Counselor; Ian Bond, UK Political Counselor; Stephen Blank; Janusz Bugajski; and Angela Stent.
One year after the conflict, the Council's conference examined whether there indeed has been a shift in security priorities, as well as threat perceptions, among NATO allies in response to the conflict and how changes in national policy might impact broader Alliance policy and defense planning. The Russia-Georgia conflict led to calls for a re-thinking of European defense and security policy, as well as of defense planning and military force structure. The conflict called into question the consensus that traditional Article 5 collective defense issues are a thing of the past and that European security policy should be oriented exclusively towards expeditionary stabilization or peacekeeping efforts.
