Energy Security in Europe: After the Prague Summit

Ambassador Vaclav Bartuska, Special Envoy for Energy Security of the Czech EU Presidency, spoke for the Eurasia Energy Center of the Atlantic Council.  The event, “The Prague Southern Corridor Summit and the Way Ahead," was the first in the Eurasia Energy Discussion Series.  Damon Wilson, director of the Council's International Security Program, moderated the discussion.

Ambassador Bartuska discussed one of the highlights of the Czech EU Presidency, the Southern Corridor: New Silk Road summit in Prague on May 8.  The Summit focused on Europe’s energy security, in particular managing the delicate balance between EU-wide interests in supply diversification and national interests focused on reliable bilateral relationships.

The recent signature of an Intergovernmental Agreement providing for the transit of energy resources through the Southern Corridor represents progress for a multinational approach to energy security.  A key part of the Agreement is the future status of Turkey as a transit country.  Questions remain as to whether this ambitious plan can be carried out in the increasingly complex and competitive environment of energy geopolitics in the Black Sea-Caspian region.

As the EU Presidency’s Ambassador-at-Large for Energy Security, Vaclav Bartuska is at the nexus of the European-Eurasian energy discussion.  During his tenure, he has distinguished himself as a forthright speaker and a man of action on one of the most vexing issues pertinent to EU solidarity and Europe’s relationship with its neighbors.  He reports directly to the Czech Foreign Minister on tasks covering the supply of oil and gas to the country as well as on the long-term planning of energy needs.  He also distinguished himself as a student leader during Czechoslovakia’s 1989 Velvet Revolution.
