James  Joyner is the Managing Editor of the Atlantic Council.

He has written the popular public policy weblog Outside the Beltway since January 2003.  It was named 2006 Blog of the Year by The George Washington University's Institute for Politics, Democracy and the Internet, is regularly cited in Hotline, Slate and other publications and has led to appearances on BBC, NPR, CNN, and MSNBC discussing public policy issues.  He has also published dozens of columns for publications including The Politico, Reason, Legal Affairs, Human Events, The New Individualist, TCS Daily, Tech Central Station, and The Washington Examiner. 

His previous work includes serving as Managing Editor of Strategic Insights, the professional journal of the Center for Contemporary Conflict at the Naval Postgraduate School; contract consulting to the Defense Information Systems Agency; Acquisitions Editor for International Affairs at Brassey's  (now, Potomac Books); and political science professor at Troy (Alabama) University, Bainbridge (Georgia) College, and the University of Tennessee at Chattanooga.

James served in the U.S. Army from 1988 to 1992 and is a combat veteran of Operation Desert Storm. He was awarded the Bronze Star Medal, the Army Commendation Medal, and numerous service medals and ribbons. He is a graduate of the Airborne and Air Assault schools.

He holds a Ph.D. in national security affairs from the University of Alabama and B.A. and M.A. degrees in political science from Jacksonville State University.
