Many skeptics underestimated the Islamist threat and claimed that the Saharan branch of A&lt;/span&gt;&lt;span&gt;l-Qaeda in the Magreb (AQIM) was only focused on kidnappings for ransom and illicit trade, rather than jihadist activities. &lt;/span&gt;&lt;/p&gt;
